Statewide LSA Grant Information
Many of the 100+ PA Asphalt Zipper owners have used grants to fund the full or partial amount of their purchase. Grant applications can be submitted between September 1 – November 30 each year.

Where Do I Start?
You will create an account and complete the actual paperwork online at the Pennsylvania Department of Community & Economic Development. Part of the application is a one – two page summary of your request. This will include project justification and benefit points and a project cost estimate if you have specific projects planned. Here are some ideas to get you started.
Asphalt Zipper Justification Benefit Points
- With an Asphalt Zipper, we can do our road repair “prep work” in-house which will cut our cost by 50-70%.
- With an Asphalt Zipper, we will be able to recycle our old roads, turning them into reusable base material that we will use as new base on our road repairs.
- With an Asphalt Zipper, we will reduce truck traffic footprint on our roads by 80% since we are not hauling materials in and out like you normally would using traditional “chunk & haul” methods.
- With an Asphalt Zipper, we will be able to do Full Depth Reclamation base failure repairs in order to create longer lasting road repairs.
- With an Asphalt Zipper, our township will become more self-sufficient on our road repairs for years to come, helping our community get better roads. This is spending our taxes dollars the most economically responsible way possible.

How to Zip in 2026 and Use Grant Funds in 2027
- Apply for LSA Grant to pay for Asphalt Zipper. (You are already doing this.)
- Use Annual Payment Option to purchase now, take delivery in spring of 2026, and start zipping.
- Then in spring of 2027, use your LSA Grant funds to pay off your machine.
- If the grant isn’t approved (rare, but possible), your township simply starts annual payments in spring 2027 using the savings created while you were using your Asphalt Zipper in 2026.
Save $27,000
There was an Asphalt Zipper price increase this year. If you do want to get set up on the Annual Payment Option and order before October 1, you can get your machine for 2024 pricing, saving approximately $27,000. Option expires Oct. 1, 2025.
Additional Tips
- The office of your state representative or state senator can give you a wealth of information on available grants. Many have regular grant resource e-mails that tell you when grants open and close. These e-mails also notify you about meetings/classes on grants. Your state legislators may also have information on funds available. This will help you determine if you are going to request partial or full funds to pay for your Asphalt Zipper.
